I haven't said that civilian buses are fair game, except in wartime and when they're being used to carry large numbers of soldiers. Israel and the Palestinians are not at war. But if they were, it does appear that Israel uses buses to carry lots of armed soldiers. Otherwise they wouldn't be having all the reports of deaths of soldiers in buses.
