It is pure incompetence on the part of Bush. Cheney was a really bad choice for VP -- he probably won't be invited for a second term. Tim Russert raised the issue back in his interview. The reason to have Cheney on the ticket as VP in the first place was to make up for the fact that nobody thought Bush could handle foreign policy on his own -- that proved to be a correct assumption. But by delegating so much foreign policy to Cheney, Bush did worse than if he had just bumbled through foreign policy and dealt with "all them evil-doers" on his own.
