Jim,
My strategy is very simple.
The 200 day moving average for ^RMS is around 420-430.
The ^RMS is under that.
As an investor, I am NOT accumulating.

If I see some major sell off, I may trade for 3-5 days and then put in some tight stops.
I watched the ^RMS go from 360's to 250 or so in 1997-1999.
I learned my lesson. Don't fight the TAPE.

Shorting is another matter. Shorting CEI while Rainwater is buying is perilous. He may have flipped it though.

FR - good price at 27, but first tell me how low FFO and AFFO will drop to at the bottom of this cycle and I'll tell you what price to buy at. If .93 is the low FFO, accumulate. If FFO goes to .75 or lower, who knows.
