Bottom line, we haven't been able to wipe out Saddam's WMD program in 11 years of trying.

Err, that's why you send in inspectors. Every autocracy on Earth is investigating WMDs at some level, but Saddam less successfully than, say North Korea. Clearly the only reason to decide to invade Iraq, rather than send inspectors in again, is the $1 trillion in oil deals.

That's a much more powerful incentive to the Bush kleptocracy than some half-baked WMD programs, which have been known about for since Rumsfeld in the Reagan administration.
