All they needed was access to the FBI fingerprint system to identify the 17 years old -- which they had.

When the identity was confirmed to be an immigrant, the FBI would have contacted the INS. Yes, the Montgomery police did not have DIRECT ACCESS to the INS system, but they don't need to. All they need is direct access to the FBI system.

So why didn't Montgomery police send the latent print to the FBI ?
