1 - The right given to us by the cease fire agreement or indirectly by the fact that Iraq invaded Kuwait, the cease fire agreement stopped our response but it became null and void when Saddam violated it.

2 - The right to deal with a dangerous country that has basically acted as a criminal. People within a nation give up this right to the cops except for self defense and direct defense of others but there is no world government or police force.
