Well for one thing the US didn't seize control of Panama and annex it to the US. For another we didn't harm Panama as much as Iraq harmed Kuwait. But even if there was no difference it doesn't remove the justification for taking out Saddam it would only amount to an argument against some of the past actions of the US. Your argument amounts to the logical fallacy of "Irrelevant Conclusion".
