The US constitution is a document that spells out what the gov't is allowed to do. Everything else is outside of their domain. The fact that it has become the norm for that to be overlooked, does not change the intention of the founders of this country.

Unless spelled out, the US gov't does not have the right to spend money in support of the arts.
