It seems that the answer is that there is no longer (if there ever was) a religious requirement for immigration or citizenship. The oath does contain God reference, but there is provision for substituting an affirmation to obey laws, that sort of thing.

You can find out anything on SI, it's as amazing as google.

I suppose the inclusion of such language guarantees that only God-believers, agnostics and liars are allowed to stay.

Good line, though.
