Well, I don't think they had much choice. The medical preparation was piss poor though. They must known what the possible downside was and could of prepared the hospitals for it.

Maybe just a note..
"You might be receiving some casualties that have breathed an unknown gas. Here is the best procedure to revive the patient."

Also just having some special attack troops going around slapping cases in the throws of death hardly looks like good medical preparation for the emergency.

So..some lessons to be learned.

Good on Putin and co for having a try. Some of his citizens seem a lot more frightened of him then the Chechens though. Some of that KGB training is hard to modify I guess.
