But I highly doubt they had birds on 24 hour instant response "locked and cocked" with pilots standing by in the ready room. I have no doubt they do NOW, but not then..

That's just not the way they work...

But even if they were ready, the order would have to go out from the DC Adjutant General (the guy standing in the middle) because national guard units are state militias, who's commander in chief are the state governors (although Bush is the CinC of the DC guard) until formally federalized under Title 10:

So if you're going to blame anyone.. blame him and DC's mayor..

As for the USMCR air wing... it pretty applies to both.. They are not designed to be on 24 hour alert in peacetime. The "hundreds" of support personnel are mechanics, firemen, fuelers, and other people who work on "technician" or AGR status..

They generally aren't pilots, they normally being "weekend warriors".
