KLP, Pre 9/11 we would do nothing. Post 9/11 we would act. Post Moscow Theater - back to Pre 9/11. Why? Our security forces are risk-adverse and our politicians are blame-adverse (Democrats AND Republicans). If you just talked - and the hostages are blown up - you can point to some chemical weapons treaty we signed and say 'its not my fault'. If you really, really need to act and send in the Swat Teams - and everyone dies - same answer. If you did what the Russians did - you would get tagged as a 'killer' and maybe even get arrested.
