How does syndicalism differ from constitutional democracy?

Our legislatures receive delegations and input from interested groups everyday, but they still manage to pass laws that upset other groups.

It is a pipe dream to suppose we will ever have a society where everybody is working towards a single common purpose. It's not possible to have a society without special interests of one kind or another. The guy who wants to build dams will be vying for the same limited resources of the guy who wants to do medical research on children's diseases.

It is our different interests that make our society innovative.
