I don't think his views on "serious consequences" will matter at all to Russia, China and France. The only policy these countries can support is "disarm or else". Those in the US who think you can do this with one resolution have been brain dead for the past six months... something I have tried patiently to explain. We are in a damaged position and cannot get agreement on a one resolution solution -- we should take the two resolution solution and get on with inspections.
