Siemens will pay royalties to QCOM based on any QCOM IP embedded in products it sells to China or elsewhere. They are platform neutral -- just want to sell equipment.

Since Siemens has co-developed TD-SCDMA with Chinese companies, I doubt they are "platform neutral". They would have more IP with TD-SCDMA.

Chinese companies who have a strong incentive to push the new standard to avoid the royalties. It's a somewhat murky issue.

100% of equipment manufacturers have already agreed to pay equal royalties on TD-SCDMA. There is no "new standard to avoid the royalties". It's not murky at all.
