Yes, but to whom? If Datang sells TD-SCDMA phones in China, I would assume that Siemens will get more of the royalties than it will have to reimburse QCOM.

Whatever royalties Siemens would get from TD-SCDMA phones sold are separate from royalties paid to Qualcomm. Qualcomm gets what it gets regardless of what royalties are paid to other IP holders.
