No, not when there was a severe alteration of the nuclear balance at stake. They were not "placing military resources", they were putting in ballistic missiles. 90 miles from the mainland United States, there would be virtually no time to react to a first strike launched from Cuba. Therefore, we would be obliged to "launch upon warning", for any hope of timely retaliation, or launch preemptively in the event of a military crisis in NATO. Thus, they were dangerously destabilizing, and could not be allowed.......
