I don't think bribing black voters *not* to vote is "playing the race card" unless bribing black voter *to* vote is also "playing the race card."

Originally, I thought it meant an accusation of racism. Like "McCarthyism," "Hitler," and "hypocrite," it's supposed to shut people up.

Edit: I mean, you call someone a racist to shut them up. That's known as "playing the race card."
