as we move forward to a vote at the UNSC, what would the effect of a veto or a loss be on the UN itself? Would the US in essence force UN to dissolve? Would France, if it were the vetoing SC member, cast its veto, knowing full well that as a consequence of that veto, its power and prestige may suffer perhaps more than anyone else, Saddam Hussein included, dare veto?
