If you look at the RSI on the BPNDX, you will see that the only time that an initial roll that started with the RSI above 70, where it didn't continue to break down was the 9/11 rally. Considering the amount of intervention going on at the time, I believe that it was an anomaly, as were so many other things about that rally.
