Saddam has invaded and announced the annexation of territory of two neighboring nations. After taking Kuwait, he looked as if he was going toward Saudi Arabia until America put troops in his way. The leaders of several Arab nations including Egypt and Jordan have said that Saddam has made propositions to them to mount a joint invasion of Saudi Arabia, with the proposed invasion partner being offered the western half of SA and Iraq to take the eastern half where the oil reserves lie. Saddam's propaganda refer to a new Babylonian empire and refer to Saddam as the new Saladin, another Moslem emporer. So his statements and his actions are consistent with the desire to build an empire controlling the Persian Gulf's oil reserves. If successful the Persian Gulf's reserves could give him immense financial power - much more than he possesses as the ruler of Iraq only. SA is the major swing producer which has the excess capacity to enforce OPEC's policies on the other OPEC members.

He's been hampered over the past 11 years by economic sanctions, the no fly zones, and until 1998 by weapons inspectors. The international will to contain Iraq is evaporating. Security Council members (France, Russia, and China) are violating the sanctions themselves. They've been bought off by sweet deals.

israel would never let him acquire that kind of capability anyhow.
