Neurological development is pretty much complete at age sixteen.

That isn't actually true, as contemporary research has shown. According to the week long brain research update I attended a year or two ago they are finding that in men, particularly, those areas of the brain responsible for controlling actions and being subject to rationality in decision making are still developing into the early 20s. It's what makes young men so dangerous, and also such effective soldiers.
