It doesn't have to be reasoning. People can memorize what they are supposed to do. Many moral codes are very simple and involve little reasoning. Moral reasoning (to me) means reasoning about morals. Many people simply adopt their morals from their family or their church and never examine them.

Conscience, as many people commonly define it, is the internalized voice of the parent, which could simply be memorized, and need not have ever been examined. So I absolutely disagree with you about your moral reasoning component.
