Krugman's come up with what he calls the Pitt Principle. I think it would be better called the Cheney/Rumsfield Principle, but no matter. It's basically a cynical version of the Peter Principle, where you just appoint someone incompetent in the first place.

Webster to that SEC board ... O'Neil to Treasury ... Ashcroft to Justice ... shrub to the White House ...

I think he might be onto something here.
