Yes. Not that they will all flourish, but as long as the traditional exchanges persist in their resistance to firm quotes and retain the right to match best price w/o quoting best price the door is open to more ISE like exchanges to encroach on their territory.

Just yesterday I was best bid for an option I wanted to buy that was directed to PHLX. While I was sitting there all alone my price was printed by AMEX, whose bid was 15 cents below mine. IMHO, if they are not willing to quote the price they have no business matching in front of a superior quote.
