3-wire, 4-wire. Its still 220. The difference is we connect the center tap of the 220v secondary to earth ground at the pole and the neutral wire. Earth ground and neutral are all tied to the neutral conductor going to the light pole and the earth grounding rod under the breaker box.

I'll worry about my missing large-appliance redundant ground conductor when I see a tornado cloud heading for my house.

Nicola Tesla and pioneering US industrialists took their time bringing electric light to Euroland sometime around 1905. Why on earth did you choose 50hz and no center tap?
