Maurice, I live in a densely populated urban area on the east coast of the U.S. where traffic is always thick, fast and difficult. Every day I see distracted drivers talking on cell phones wander off the road, change lanes without looking to see where they are going, sit through green lights and drive through red ones.

I personally have had several near accidents with idiots on phones and my wife's car was wrecked a couple of months ago by a bozo talking on a phone. In court the judge made a comment that he hears this sort of thing every day.

Several states and municipalities here have made phone use while driving illegal and I expect ours will in the next year or two.

Such laws are necessary because these CPAs ( cell phone assholes ) do not understand that they are driving while impaired, unlike drunk drivers who know they are screwing up and often at least make some extra effort to drive more carefully.

There is a vast body of well done research that establishes that most drivers simply cannot maintain the same level of attention while using a phone that they can when not talking on a phone.

I suppose someone using a phone while driving in a remote area poses a risk only to themselves and I don't really have a problem with the notion that such a person might accidently snuff themselves due to their carelessness as I am not in the insurance business. However, where I am cell phone use by drivers is a huge problem, and the advocacy of the practice is the yammering nonsense of an ass.
