KLP, we wouldn't put the UN in charge of the UN reconstitution. Perhaps you and I or perhaps a Sier committee could design the constitution as a public service. A stream could be started:
We the Sheople.
A constitution could then be developed, iterated and reiterated as many people put their 2c worth in, sort of like Linux. Then, when we have had three days or maybe 7 days, without any changes, "On the 7th day they rested", it could be put to the vote and if 90% agree it's hot stuff, we then instruct our politicians to Do It.
It's simple really. All these things take is a little bit of leadership. Unfortunately, we don't have many leaders. Even in the Sier realm. So we get the likes of Saddam running the show by default. And the UN being run by people ruling Syria, the PLA, USSR, Chairman Mao, Noriega, Suharto, Idi Amin, Mugabe etc. Personally, I don't think it's the way to run an animal farm, let alone a railroad.
But most people, including those here, prefer this and the dog eat dog model of government.
Then they whine and act surprised because the Twin Towers get destroyed and Muslims bomb Bali's tourists. Or that Saddam invades Kuwait. Or that North Korea is wanting nukes to match the French.
We get what we deserve, rather than what we want.
