Foreign students in US universities do not "export tech know-how" because:
1) Universities teach textbook material, which is hardly cutting edge technology anywhere
2) University textbooks can be obtained without the need to send students to US universities
3) Many of the foreign students in US universities stay and work there after graduation. This means that not only is this not a "know-how exportation" but in fact a "brain power importation" from around the world which is a Very Good Thing for the US.
