Well, Jewel, I think X does have scruples. One example: she knows things about me she hasn't told anyone because at a time we were friends, she said she wouldn't. That is evidence of scruples.
The complexity arises because of TEOMOP, imo.

It's my belief that X has a deep drive to believe
~She Asked For It~
and
~You Know You Like It Baby~
etc
and also to identify with the bully CH. To feel herself as close to him, his nature, and a defender of his acts.
And since, imo, that's her drive, or motivation, she has arranged her perceptions to allow her to satisfy her drive without acknowledging any conflict with her scruples.
X is involved in anti-bully programs in her work as a teacher.
She knows what it is.
So when it happens in front of her face, she has to deny that it's happened by blaming the victim.
Her scruples aren't non-existent, they're just managed, to enable the yearned-for affiliation, and to get off on the dynamic.
That's my psychoanalysis of why X has behaved in such an ugly way, in our eyes, in this situation. And I've thought about it a lot.
It's only my opinion, of course. There could be an explanation I haven't thought of. But imo it isn't that she lacks scruples.
