KC, let's stay focused. The issue with cellphones is that research shows hands-free or hand-held doesn't make a significant difference to crash rates. Banning holding a cellphone will not make a difference to safety. But it will place large costs on people.

The ban will be just another in the long list of government bureaucrats and bossy britches interfering with what people do without achieving anything but increasing the cost and frustration of life.

The USSR went a long way down that road. The USA has been traveling down it too and increasing speed, despite the cant about the land of the free and home of the brave. It seems to be increasingly the land of the government edict and home of the fearful. Same of Canada and Kiwiland and most other places.

Re murder. Giving murderers sufficient punishment to be a major disincentive would help. Swift, certain and frightening punishment are an excellent means of persuading criminals to get something else to do.
