A progressive tax rate is a good idea. The exact rates should be determined by revenue requirements and other factors. The basic idea is similar to what is known as negative feedback in control circuits.

Essentially, the more money you make, the more difficult it should be to make even more. We currently have a positive feedback system where the richer you are, the better ability there is to increase your income. This leads to unstable gaps between rich and poor which are the usual root to social problems in countries. Under a negative feedback system ambitious people still do better than those who try just hard enough, so it encourages industry and hard work over slacking, but it provides the encouragement in a more continuous scale. Progressive tax rates are not the only way to achieve stability, but they are one of the easiest to administer.
