Help Needed

I stupidly deleted some stuff from my startup menu and now cannot send e-mails. I can receive them, I can appear to send them (I get no error message when I do) but no one gets them.

On top of this (and I've got a feeling they're related), I get the following error message when I boot up in the morning:

"The following program is missing: OLEPRO32.DLL"

Are these things related?
What can I do to get my email program working again?
I've downloaded the newest version of my ISP's email program to no avail.
