I gave a bit of thought to that but dont want to go into details.
Mr Bush has to concentrate to achieve the important goals of Homeland Security and elimination of terrorists. He is a business man more so than a career politician but needs their cooperation. Messing with such a complicated organization as the IRS at this time would divert attention to a system that irks most everyone
And he probably wouldnt want to discuss it until after these elections anyway, so might hear about later changes

In thinking off an offshore account that avoids US taxes, it may not be all gravy. For example:
A person had $100 mm in securities offshore and made $10mm in 1999 without reporting or paying taxes.
He could easily have lost $80mm in the last two years, and has to choke down the loss..
IF he had been filing US returns, he might qualify for $80mm in tax loss carry- forward benefits over the next three years and even consider himself to be an honorable citizen rather than a cheat.
