Morocco was an independent country ruled by the same dynasty that rules there today. Algiers, Tripoli, and Tunis were ruled by sovereigns titled beys, deys, or pashas, who were officially ruled by the sultan of the Ottoman empire, but were actually quasi-independent. "To finance their governments they would routinely declare war on a European state and set either naval vessels or privateers to seize enemy shipping." (The Savage Wars of Peace, Max Boot) The cargo and ships weren't the only prize. The sailors taken captive were sold into slavery.
