They are not being reached. They are not being sold on democracy, and they are not (in large part) educated enough to appreciate democracy. Many of the people who voted do not appreciate it either, and would, no doubt, vote in a police state if they could. At the moment the only people truly well represented are the people with the cash to buy representation. All others will eat the scraps from the table, until the revolution :-)
