yeah I assumed that, the rbocs want to recoup their costs in installation. Still, $50/mo is too high and completely cutting off any growth in US bb subscriber rates. It sure seems like they have no overcapacity issues otherwise they would be lowering prices to move what they could. A complex issue, I know. Don't you think if they lowered the rates to say $20/mo flat rate it would spur demand, I do.
