Maybe. I look at it on a human basis. Make someone President and they want more power. Jefferson was frustrated by Congress and the Court, he honed the desire for more power and it overcame everything he believed prior to becoming President. I think everything that I've read that lead up to the drafting of the Constitution suggests that the Framers intended a weak executive....If you read that address I posted from Madison on the Bill of Rights, he makes it quite clear that the Executive is the weakest of the Branches with Congress being the strongest.

Someone posted an earlier article on Jefferson not recalling Congress for authorization of military action against the Barbary pirates. Stating that implied that Jefferson didn't believe he needed authorization. That's an interpretation. Another interpretation might be that he took advantage of the recess. Much like Presidents make Cabinet appointments when Congress is in recess, it's not they believe they don't need Senate approval, it's because they can get away with it [legally] while Congress is in recess.
