The difference is the government actually does have the money. Instead of just making a paper (or Quicken) entry a better analogy would be if I had the $5mil, and then loaned it to myself (from one account to another) then spent it out of the second account while planning to retire because of the $5mil worth of assets in the first account (IOUs from the 2nd).
