Shaw Cable in Calgary. I suspect the problem is occurring between CSW and Telus locally in Vancouver, I have seen problems there before. I have tried a couple of times (and will keep trying) to run a "trace route" to submit to CSW when it happens, but it seems to be very brief and reconnects before I can capture a trace.
