I'd say this is an instance when diplomacy won, and aggressive action has been defered.

I'd say this is an instance when diplomacy won (all sides can declare victory), and aggressive action has been guaranteed. Saddam cannot cooperate with this resolution. It only remains to be seen whether he will start another game of hide and seek, or choose confrontation.
