Hmm - let's try to figure that out. If 15% were added in numbers - but per capita spending increased 29% - then it is not clear what the pay increases were. Clearly some of the spending went to non payroll activities. Therefore, the quote alone cannot be numerically analyzed.

I urge you to go buy the paper today and read the whole editorial.
