You are mistaken. Bush did not get what he wanted -- which was a green light to invade Iraq. But he got what he absolutely needed to keep the US public onside -- which is some kind of UN Resolution to show he is cooperating with other countries. As of now, if the US invades it will need approval and a decision by the UN or the US will again be faced with the prospect of going it alone.
