Jay, are the following sources cited by the WSJ wrong? Or are they being misquoted by the WSJ?

"China's central bank said recently that 25% to 30% of bank loans were not being repaid. The amount of nonperforming loans (NPLs) held by China's banks is believed to represent anywhere from 25% to 50% of China's annual economic output, compared with 8% to 10% for Japan. An exhaustive, 125-page report on China's banks by Hong Kong-based brokers CLSA Emerging Markets puts the figure at around $450 billion, or 37% of gross domestic product in 2001. And the Hong Kong office of Standard & Poor's goes a step further, saying as many as half of all loans held by the banks could be classified as nonperforming."
