(2) the Bush administration was crafty in its stirring up the war fever just before a US election.

Like I said long ago, my answer is (2).

So if it was just for the election, why is Powell keeping up the pressure now? Shouldn't this be the part where the administration quietly lets it all drop, and moves onto their real concerns, whatever those may be?
