GZ focusing on the '90s..not on the '80s and the '70s and the '60s and the '50s..very convenient. Such problems did not develop only in the '90s so look further back. If you care to. (usually folks want immediate answers from the immediate past, look readily for someone to blame, and do not like to question, lest their beliefs that they have worked so hard to nest comfortably in, get all shaken up) Problem with all is hindsight is 20/20. All about the future. Which we can not see.
