Well Chris,

Call me idealistic and/or a futurist or both, :), but the UN can control it, if ENOUGH throughout the world are in the spirit of international cooperation... All countries can contribute personnel and resources prorated for example, by size, GDP, etc.. They are always in session, so a quick vote can be taken if a hot spot flares up.

Control is under the UN. And believe me, knowing human nature, the country that contributes the most will make damn sure things will be run square, if they have a mind to do so.. And since I know human nature so well, :), If that international police force trains and lives and breathes together, a camaraderie will emerge that will make them tight... And with rotating control along with the inherent loyalty of source nationality, I do not think they will try to "take over the world".. Besides each country, if they wish, can still maintain there own army, with limitations, much like our "National Guard" basically civilians called up only for a emergency..

but recognizes that a "universal" definition of bastard is very important.. That definition becomes more "objective" rather than "subjective" under the above guidelines.
