In general, sports franchises act as giant vacuums -- the arts community invariably suffers because there's simply a finite number of recreational dollars floating around, and the surrounding areas recreational offerings whither because people drive in to the stadium to spend the money, usually a lot more per offering. At best, it will keep some money in state that would have gone elsewhere, but mostly it's just a reallocation from the many and the diverse to the few and the perverse.
