I think it boils down that 9/11 woke us up to the notion of portability. Here you have a maniac, a declared enemy of the US, a history of instability and lawlessness, no respect for life, and a stockpile of incredibly damaging agents.

All that adds up to a very big threat.

However, just because we threaten military force and mean it, that doesn't say we want to use it. Anybody who says we want war is essentially thinking us insane. Our founding fathers did a pretty good job of programming insanity out of the system here by the separation of powers structure of the US Constitution.

If the US "wanted" war, we wouldn't have spent all that effort at the UN. We may have consulted the UN, but we would have gone our own way sooner.
