Under the administration's approach, the airlines can continue to give Orbitz exclusive access to special Web-only bargain airfares. The article speculates that move would deal a major blow to Orbitz rivals such as Expedia. Computer-reservation system owner Sabre (TSG) is also listed as an opponent of this plan.
